MMRDA unveils INR 40,187 crore budget with INR 35,151 crore for infra in FY26

The Mumbai Metropolitan Region Development Authority (MMRDA) has presented the original budget estimate for FY 2025-26, amounting to INR 40,187.41 crore. The budget focuses on enhancing urban services and infrastructure across the Mumbai Metropolitan Region (MMR), with an overwhelming 87% of the allocation, approximately INR 35,151.14 crore, earmarked for infrastructure projects. These projects include the expansion of metro lines, the construction of new tunnels, the development of coastal routes, regional water source projects, and other major urban infrastructure works.


The budget was presented by MMRDA Metropolitan Commissioner Dr. Sanjay Mukherjee, IAS, and was approved by Deputy Chief Minister Shri Eknath Shinde. The total estimated revenue for the year is INR 36,938.69 crore. The projected revenue will be sourced from sub-debts from the state government, land receipts, borrowings, government grants, urban transport funds, and other receipts.

The primary aim of this budget is to accelerate development, reduce travel times, and alleviate traffic congestion in the MMR. The allocation for key projects includes metro lines 2B, 4, 5, 6, 9, and 12, as well as important infrastructure like the four-lane underground tunnel from Thane to Borivali, coastal connectivity projects, and water resource developments across the region.

In the 2025-26 financial year, several new projects have been initiated, including metro line extensions to new areas, elevated roads, tunnels, and road development projects in key regions such as Mira-Bhayandar, Vasai-Virar, and Alibaug Taluka. These new initiatives are set to further enhance connectivity and improve infrastructure across the region.

Despite a budgetary deficit of INR 3,248.72 crore, the shortfall is expected to be met through land sales, bonds, financial assistance from the government, and loans from financial institutions.

Chief Minister Shri Devendra Fadnavis highlighted that the MMR is crucial to Maharashtra's economic growth, noting that Maharashtra has signed 54 MoUs worth INR 15.70 lakh crore, with 11 of these signed by MMRDA alone. He emphasized that the budget is a key step towards achieving the state's goal of becoming a trillion-dollar economy.

Deputy Chief Minister Shri Eknath Shinde stated that the budget ensures comprehensive progress across all sectors, with a focus on transforming MMR into a global economic hub. Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner, described the budget as a blueprint for the future, with over INR 35,000 crore allocated directly to infrastructure projects.

This budget is seen as a pivotal moment in transforming Mumbai and the surrounding metropolitan region into a globally competitive and sustainable urban landscape.
