Tirupati, a pilgrimage city in Andhra Pradesh, has emerged as a model smart city with infrastructure projects worth INR 2,000 crore under the Smart Cities Mission. Key developments include the Integrated Command and Control Centre for real-time governance, the INR 658 crore Garuda Varadhi elevated corridor easing access to Tirumala, and an Intelligent Traffic Management System. The city has also focused on solid waste management and digital infrastructure upgrades. Despite a INR 400 crore funding gap delaying some projects, efforts continue to improve urban services. Tirupati, one of India's most sacred pilgrimage destinations, has rapidly transformed into a model of urban innovation under the Government of India's Smart Cities Mission. Selected in the second round of the mission in 2016, Tirupati has since undertaken an ambitious infrastructure overhaul to accommodate its growing population and the millions of pilgrims who visit the city every year. With a commitment to enhancing urban infrastructure and public service delivery, the city has successfully implemented projects worth around INR 2,000 crore, making it one of the leading smart cities in Andhra Pradesh. The overarching goal of the Smart Cities Mission is to promote cities that provide core infrastructure, a clean and sustainable environment, and a decent quality of life to their citizens through smart solutions. Tirupati's participation in this mission has revolved around improving traffic management, waste handling, digital infrastructure, and public safety while preserving its spiritual and cultural significance. One of the cornerstone developments in this transformation is the establishment of the Integrated Command and Control Centre (ICCC), implemented by NEC India. This centralized facility serves as the nerve center for city operations, gathering real-time data from across the city to facilitate quick decision-making in areas such as traffic regulation, water supply, sanitation, and disaster response.
The Intelligent Traffic Management System is another significant initiative that has eased congestion in Tirupati's densely packed roads. Through automated signal controls, surveillance cameras, and digital traffic monitoring tools, vehicular flow across the city has become more streamlined. Complementing this is the Garuda Varadhi elevated corridor, a 6.86 km infrastructure project designed to decongest critical roads leading to the Tirumala temple. Developed with an investment of INR 658 crore-funded by the Tirumala Tirupati Devasthanams (TTD)-the corridor has significantly reduced travel time for both locals and devotees, providing smoother access to key areas of the city.
Tirupati has also prioritized environmental sustainability through a dedicated Integrated Solid Waste Management Park. This facility has improved the segregation, recycling, and composting of waste, contributing to a cleaner city and a reduction in the ecological footprint. Enhancements to digital infrastructure have also been notable, with the installation of digital billboards, variable message signboards, and a centralized city collaboration platform that provides updates and alerts to residents in real time.
Despite this significant progress, challenges remain. The Tirupati Smart City Corporation Limited (TSCCL), which oversees these projects, has reported a funding gap of INR 400 crore. This shortage has delayed several ongoing initiatives, particularly those related to public space development, drainage upgrades, and smart street lighting. The total budget allocated for Tirupati's smart city development is INR 1,656 crore, with funding sourced from the Municipal Corporation of Tirupati, the Andhra Pradesh state government, and the TTD. Stakeholders are currently exploring alternative funding avenues to bridge the shortfall and expedite project completion.
Looking ahead, Tirupati plans to build upon these foundational developments by expanding its focus to include water conservation projects, sustainable transport systems, and green spaces. The long-term vision is to create a city that not only meets the needs of its residents and visitors but also exemplifies how spiritual heritage can coexist with technological progress.
