On March 27, 2025, Kerala CM Shri Pinarayi Vijayan laid the foundation stone for the Wayanad Model Township at Elston Estate, Kalpetta, to rehabilitate families affected by the July 2024 landslides and floods. Spanning 64.4 hectares, the township will include 430 expandable homes, each on a seven-cent plot, and feature amenities like a market, anganwadi, community center, water and sewage systems, and solar power. Funded through the CM's Distress Relief Fund (INR 734.68 crore), the initiative is part of the Rebuild Kerala program. It mirrors similar holistic rehabilitation efforts, such as those in post-flood Uttarakhand, emphasizing sustainable housing, healthcare, education, and disaster resilience.
On March 27, 2025, Kerala Chief Minister Shri Pinarayi Vijayan laid the foundation stone for the Wayanad Model Township at Elston Estate near Kalpetta. This initiative aims to rehabilitate families who lost their homes and livelihoods due to the devastating landslides and flash floods on July 30, 2024.
The township will be constructed on a 64.4-hectare site and will comprise 430 homes, each built on a seven-cent plot (approximately 304.92 square meters). These 1,000-square-foot houses are designed with strong foundations to allow for future expansion. The community will feature modern amenities, including a market, anganwadi (childcare center), play areas for children, an overhead water tank, sewage facilities, a community center, and public toilets.
The project is a significant reconstruction effort undertaken without external assistance. Following the 2024 disaster, which claimed 266 lives and left 32 people missing in areas like Chooralmala, Mundakkai, and Punchirimattam, the state government mobilized a rapid response involving multiple agencies, including fire services, police, and district administration, supplemented by Army and Air Force units through National Disaster Management Authority coordination.
In the aftermath, 630 individuals were rescued from debris, and 1,300 were relocated from remote areas. Temporary shelters accommodated 2,569 survivors from 795 families, with many receiving monthly rent support of INR 6,000. The Chief Minister's Distress Relief Fund (CMDRF) raised INR 734.68 crore through contributions from individuals, organizations, and the Malayali diaspora, aiding in home reconstruction efforts.
The township's development is part of the Rebuild Kerala Initiative, focusing on creating a disaster-resilient future while balancing rehabilitation with environmental concerns. Modern amenities planned for the township include community centers, market areas, primary health centers, anganwadis, solar power plants, water treatment systems, parks, and recreational facilities.
Similar rehabilitation projects have been undertaken in other regions. For instance, in Uttarakhand, following the 2013 Kedarnath floods, the state government, in collaboration with various organizations, developed new housing facilities equipped with essential amenities for displaced families. These efforts aimed to provide not only shelter but also access to healthcare, education, and livelihood opportunities, ensuring a holistic approach to rehabilitation.
The Wayanad Model Township serves as a testament to Kerala's commitment to rebuilding and providing sustainable living conditions for disaster-affected communities, setting a precedent for future rehabilitation initiatives across the country.
