Managed by YEIDA, the plan spans 2,593 sq. km and aims to boost residential, industrial, and tourism-led growth. This move follows strategic development models like DMIC and is expected to catalyze economic activity and urbanization across the region.

The Uttar Pradesh government has approved the Master Plan 2031 Phase-2 for areas along the 165 km Yamuna Expressway, focusing on urban centers in Aligarh, Mathura, Hathras, and Agra. This approval enables the Yamuna Expressway Industrial Development Authority (YEIDA) to plan and execute residential, commercial, and industrial projects in these regions.


YEIDA's jurisdiction spans 3,352 square kilometers across six districts: Gautam Budh Nagar, Bulandshahr, Aligarh, Mathura, Hathras, and Agra, covering 1,149 villages. The development is divided into two phases: Phase I encompasses 759 square kilometers in Gautam Budh Nagar and Bulandshahr, while Phase II covers 2,593 square kilometers in Mathura, Agra, Aligarh, and Hathras.

A significant component of this plan is the development of the Raya Urban Centre in Mathura. Recognized as a hub for cultural and religious tourism in the Braj region, the area was expanded from 9,366 hectares to 11,653 hectares in October 2024. A key project here is the proposed Heritage City, spanning 753 hectares with an estimated cost of INR 7,200 crore. Under this initiative, YEIDA will provide the land, while a concessionaire will manage development costs under a 70-year concession model.

Another focal point is the Tappal-Bajna Urban Centre in Aligarh, situated near the Noida International Airport at Jewar. This township features a 364-acre state-of-the-art Logistics Park designed to meet the increasing cargo demands of the National Capital Region (NCR), serving as a major hub for industrial growth and supply chain enhancement.

The approval of Master Plan 2031 Phase-2 aligns with the anticipated operational launch of Noida International Airport in April 2025, expected to act as a catalyst for the region's economic growth. YEIDA plans to expedite land acquisition and project execution across these regions, ending years of administrative delays and setting the stage for comprehensive urban growth along the Yamuna Expressway.

Similar initiatives have been undertaken in other regions to boost urban and industrial development. For instance, the Delhi-Mumbai Industrial Corridor (DMIC) aims to develop new industrial cities as "Smart Cities" and converging next-generation technologies across infrastructure sectors. Such projects highlight the importance of strategic planning and timely execution in fostering regional economic growth.
