The Ulhasnagar Municipal Corporation (UMC) launched a 25-day amnesty scheme to increase property tax collections for FY 2024-25. The scheme, which was introduced earlier this week, provides phased waiver of penalties to taxpayers who pay their dues within the stipulated time periods. UMC Commissioner Manisha Awhale confirmed that this would be the final Abhay Yojana scheme, as per political leaders' requests, and stressed strict action against defaulters in the future. Past records indicate that such schemes have recovered substantial arrears, solving Ulhasnagar's chronic tax compliance problems. Payment of dues in full is a prerequisite to avail of the scheme.
In order to meet its property tax collection goal for the 2024-25 financial year, the Ulhasnagar Municipal Corporation (UMC) has initiated a 25-day special amnesty scheme. The scheme, launched earlier this week, will incentivize taxpayers to pay their pending dues by providing phased waivers on late payment penalties. UMC Commissioner Manisha Awhale said this would be the last Abhay Yojana for defaulters of property tax. She asked citizens to avail themselves of the scheme, as the UMC will impose tougher measures on late payers after the scheme is closed.
The amnesty plan has a timeline for waiving penalties. There is a 100% waiver for those settling their dues in the first phase, which runs through mid-next week. Those paying in the second week will have a 75% waiver of penalties, and a 50% waiver will be available in the last week. But the advantage is only for taxpayers who settle their entire outstanding balances in full, as payments less than that will not be eligible.
This is not the first instance of UMC starting an Abhay Yojana scheme. In earlier years, such schemes benefited the civic body in terms of recovering huge arrears from defaulters. For instance, a similar scheme introduced a few years ago was said to recover several crores in pending property taxes, highlighting the success of such a scheme.
Notwithstanding these attempts, property tax collection in Ulhasnagar has been a chronic problem. The city has recorded a high rate of defaulters and delayed payments, making it hard for the UMC to achieve its yearly collection targets. These delays have directly affected the civic body's finances, regularly impairing its capacity to finance necessary public services and infrastructure works.
UMC's amnesty scheme is a balanced approach to solving property tax issues in Ulhasnagar. While it brings relief to taxpayers in a big way by waiving penalties, it also makes it clear that tougher times are ahead for those who fail to comply. Drawing strength from the success of previous schemes, the civic body hopes to collect long-pending arrears and improve its financial health. This last Abhay Yojana is a turning point for UMC, signaling a change from successive amnesty schemes to tough enforcement in the future. These steps are important to guarantee the smooth running of civic activities and the timely implementation of development programs.
