The Bruhat Bengaluru Mahanagara Palike (BBMP) is preparing to send draft khatas to nearly all property owners in Bengaluru, making it easier for residents to obtain e-khata certificates without the need to visit civic agency offices. This new initiative is set to launch soon and aims to simplify the process of obtaining these certificates. However, it is important to note that while the draft khata delivery will improve accessibility, the challenge of issuing the final e-khata remains.


The idea of e-khata was first introduced by the BBMP in 2014 as part of the government's broader effort to digitize property records and streamline the process of property ownership documentation. The move was designed to make property transactions more efficient, transparent, and accessible by transitioning from manual systems to digital records. Over the years, the e-khata initiative has seen various stages of implementation, with BBMP promoting its adoption through online platforms and making efforts to encourage property owners to download their property records.

BBMP's efforts to digitize property records and facilitate the e-khata system have been ongoing for some time. Earlier this year, the civic body began promoting online access to property records, aiming to transition manual systems to digital. However, many property owners faced obstacles due to technical difficulties or a lack of awareness about the process. Previously, BBMP launched an online portal for property records, but a significant number of residents struggled with the transition from manual to digital systems.

An e-khata is a digital property document that serves as the official record of ownership for a property in Bengaluru. It is an essential document for property transactions, including buying, selling, and mortgaging. The move to digitize khatas has been part of BBMP's broader initiative to bring transparency, efficiency, and ease of access to property-related documents. Unlike the traditional physical khata, the e-khata is stored electronically, which can be easily accessed online, saving time and effort for property owners. However, the final issuance of the e-khata still faces challenges, particularly in obtaining the necessary approval from assistant revenue officers (AROs) before the certificate can be downloaded from the BBMP website.

The new initiative specifically targets around 23 lakh residents who have not yet downloaded their property records, primarily due to these challenges. BBMP has assured that property owners who have already accessed their draft e-khata online will not be affected by this latest move.

Once the draft khata is received, property owners will be able to apply for the final e-khata online or at BangaloreOne centres by providing additional property details. BBMP also plans to involve private service providers to help with the process. However, the primary obstacle continues to be the dependency on AROs for approval, which delays the final issuance of e-khatas, even after the online application is submitted.
