The Mumbai Housing and Area Development Board (MHADB), a division of the Maharashtra Housing and Area Development Authority (MHADA), recently conducted a clearance drive to reclaim eight acres of prime land in the Juhu-Andheri area. This action followed a Bombay High Court ruling permitting the removal of unauthorised structures, including shanties. The land was initially allocated for a Slum Rehabilitation Scheme (SRA), but a survey found that a significant portion was ineligible for rehabilitation, leading to the suspension of the No Objection Certificate (NOC) for the project. Despite legal disputes, MHADA officials proceeded with the eviction, asserting their commitment to safeguarding public land from illegal encroachments.
The Mumbai Housing and Area Development Board (MHADB), a unit of the Maharashtra Housing and Area Development Authority (MHADA), carried out a clearance operation in the Juhu-Andheri area, reclaiming eight acres of land by removing unauthorised structures, including shanties. The drive was undertaken following a Bombay High Court ruling earlier this month, which permitted the authorities to proceed with the eviction. The incident was first reported by Times of India.
Situated in a prime location opposite Ritambhara College, the land is estimated to be worth approximately INR 2,000 crore. The land was originally allocated for the rehabilitation of slum dwellers from Loknayak Nagar, Shivajinagar, and New Kapaswadi Cooperative Housing Societies. In 2003, MHADA had issued a No Objection Certificate (NOC) for 59,086.30 sq. meters under the Slum Rehabilitation Scheme (SRA).
However, a joint survey revealed that slums covering 32,913 square metres were not eligible for rehabilitation. Consequently, MHADA directed the SRA to exclude this section from the project, leading to the suspension of the No Objection Certificate (NOC) for the scheme.
The builder had been in possession of this plot for two decades. MHADA had secured paper possession of the land in 2022, however, the builder obtained a stay from the High Court, preventing physical possession. Bombay Slum Development Corporation Pvt. Ltd. filed a Public Interest Litigation (PIL) in the High Court regarding this land.
The eviction drive was executed by the Encroachment Removal Unit of the Mumbai Board under the supervision of Sandeep Kalambhe and Executive Engineer Anil Rathod. MHADA has reiterated its commitment to preventing further encroachments and ensuring that public land is utilised appropriately. Following the successful repossession of the land, MHADA has installed its signboard to deter any further attempts at unauthorised occupation.
MHADA's decisive action to reclaim land serves as a warning against unauthorised developments and underscores the need for stringent monitoring of rehabilitation projects. With clear ownership now established, the focus will be on preventing further encroachments and utilising the land for its intended purpose, reinforcing MHADA's role in regulating urban development effectively.
