MHADA initiates biometric survey to verify transit camp residents in Mumbai

The Maharashtra Housing and Area Development Authority (MHADA) has launched a biometric survey in Mumbai's transit camps to verify the residency status of occupants. The initiative aims to distinguish between eligible and unauthorised residents using Aadhaar-based e-KYC authentication. The survey, which commenced earlier this week at Sahakar Nagar, Chembur, will expand to other transit camps, including Bimbisar Nagar, Goregaon (East). The classification of residents into three categories-original tenants, legally transferred occupants, and unauthorised residents-will help streamline rehabilitation efforts. This marks the second such survey since 2010, when MHADA identified over 8,000 unauthorised occupants.

The Maharashtra Housing and Area Development Authority (MHADA) has started a biometric survey in Mumbai's transit camps to identify both eligible and unauthorised residents. The Mumbai Building Repairs & Redevelopment Board (MBRRB), which manages 34 transit camps in the city and suburbs, is overseeing this initiative.


On the first day of the survey, 195 tenants and residents from Sahakar Nagar, Chembur, successfully completed the biometric registration process. The state government, in accordance with a resolution issued in September 2019, has categorised transit camp residents into three groups-Category A includes original tenants officially relocated to transit camps, Category B consists of individuals who have acquired tenancy rights through legal documentation such as a power of attorney, and Category C encompasses unauthorised occupants who have taken possession of units without formal authorisation.

The biometric verification process involves cross-checking residents' Aadhaar card details through an e-KYC authentication system to determine their residency status. MHADA officials stated that the survey has witnessed an encouraging response, with resident participation steadily increasing.

The survey is set to continue at Sahakar Nagar, Chembur, following requests from residents. Subsequently, from later this week, it will be conducted in Bimbisar Nagar, Goregaon (East), before expanding to other transit camps and rental housing societies to ensure comprehensive registration of tenants under this initiative.

Authorities have highlighted that this biometric survey will aid in identifying unauthorised occupants and verifying legitimate tenants, ultimately facilitating the rehabilitation process. The Maharashtra government had directed MHADA to carry out this survey across its 20,700 transit camp units last year. The previous survey, conducted in 2010, revealed that over 8,400 units in transit camps were occupied by ineligible or unauthorised residents. Following the completion of the current survey, the state government is expected to formulate a policy decision regarding the rehabilitation of these residents.

MHADA's biometric survey is a crucial step in ensuring transparency and authenticity in Mumbai's transit camps. Given the significant number of unauthorised occupants identified in the previous 2010 survey, this renewed effort is expected to contribute towards more effective housing regulation and fair allocation of transit accommodations.
