The Char Dham Railway Project is an ambitious initiative by the Indian government aimed at establishing rail connectivity to the revered Char Dham pilgrimage sites in Uttarakhand: Yamunotri, Gangotri, Kedarnath, and Badrinath. This project seeks to provide safer, faster, and more reliable access to these spiritual hubs, which are currently accessible primarily via challenging road routes. Beyond facilitating pilgrimage, the railway is expected to bolster regional development and enhance strategic infrastructure near the India-China border.
The genesis of the Char Dham Railway Project can be traced back to the early 2010s, with the objective of improving accessibility to these high-altitude shrines nestled in the Himalayas. The project was officially sanctioned in May 2017, marked by the commencement of a Final Location Survey (FLS) with an allocation of INR 120 crore. The comprehensive survey aimed to determine the most feasible and safe alignments for the railway lines, considering the treacherous terrain and environmental sensitivities of the region.
Envisioned with an estimated cost of INR 43,292 crore (approximately USD $6.6 billion), the project plans to lay down approximately 327 kilometers of railway tracks, traversing through five districts of Uttarakhand: Dehradun, Tehri Garhwal, Pauri Garhwal, Rudraprayag, and Chamoli.
The proposed railway network is structured into four key corridors, each catering to a specific pilgrimage destination. The Doiwala-Dehradun-Uttarkashi-Maneri-Gangotri Railway, spanning approximately 131 kilometers, will connect Doiwala near Dehradun to Maneri, enhancing accessibility to Gangotri. The feasibility study for this corridor was completed in January 2024. The Uttarkashi-Palar-Yamunotri Railway, a relatively shorter segment of around 22 kilometers, aims to link Uttarkashi to Palar, the nearest railhead to Yamunotri. However, as of February 2024, this section is on hold due to pending environmental clearances.
The Karnaprayag-Saikot-Sonprayag-Kedarnath Railway, extending roughly 99 kilometers, will stretch from Karnaprayag to Sonprayag, serving as a crucial link to Kedarnath. The feasibility study for this route was finalized in March 2023, and by December 2023, environmental clearances were secured, allowing for the commencement of the Detailed Project Report (DPR) preparation. Lastly, the Saikot-Joshimath-Badrinath Railway, covering 75 kilometers, will facilitate rail access to Badrinath via Joshimath. As of February 2024, the DPR for this segment is currently under preparation.
A pivotal component of the Char Dham Railway Project is the Rishikesh-Karnaprayag line, a 126-kilometer broad-gauge railway currently under construction. Serving as the main feeder route to the Char Dham network, this line will traverse through 12 stations, including significant towns such as Dehradun, Srinagar, Rudraprayag, and Gauchar. Notably, approximately 84% of this route will pass through tunnels, with the longest tunnel stretching 15.1 kilometers between Devprayag and Lachmoli. As of September 2024, about 176 kilometers of tunneling work has been completed, and 11 stations are under various stages of construction. The project is progressing with an anticipated completion date in December 2025.
The engineering challenges of constructing railway lines in the fragile Himalayan ecosystem are immense. The project entails building numerous tunnels, bridges, and viaducts to navigate the steep gradients and unstable geological formations. Advanced technologies, such as airborne electromagnetic surveys, have been employed to assess the subsurface conditions and optimize the alignment to minimize environmental impact. The construction process is meticulously planned to ensure safety, sustainability, and resilience against natural calamities like landslides and earthquakes.
Upon completion, the Char Dham Railway is expected to revolutionize pilgrimage tourism in Uttarakhand by drastically reducing travel time and enhancing safety. Currently, reaching the Char Dham sites involves arduous road journeys that can be perilous, especially during the monsoon season. The railway will offer a more reliable alternative, encouraging more devotees to undertake the pilgrimage.
