Synopsis

Chennai Metro Rail Limited (CMRL) has allocated INR 154 crore for land acquisition, primarily for a 1.1 km stretch along Coimbatore-Sathyamangalam Road. A detailed land survey covering 35 km across two corridors will assess underground utilities using advanced mapping technologies. Land acquisition challenges on Avinashi Road and utility relocation remain key concerns. Drawing from Chennai Metro's experience, authorities are holding stakeholder discussions to resolve disputes and streamline approvals, ensuring the successful execution of the project.

Coimbatore is advancing its urban infrastructure with the planned development of a metro rail system aimed at enhancing public transportation and alleviating traffic congestion. The Chennai Metro Rail Limited (CMRL) has allocated INR 154 crore for the initial phase of land acquisition, focusing on a 1.1 km stretch along the Coimbatore-Sathyamangalam Road in the Ganapathy area. This allocation underscores the project's significance and the financial commitments involved.

The land plan survey, scheduled to commence soon, will cover a total of 35 km across two corridors: 20.4 km along Avinashi Road and 14.4 km along Sathyamangalam Road. This comprehensive survey will involve detailed mapping of the roads and identification of underground utilities, including high-tension power lines, telecommunication cables, water supply pipelines, and drainage systems. The findings will inform the relocation plans for utilities that may impede metro construction.

To ensure the accuracy and efficiency of the survey, the Coimbatore Municipal Corporation has engaged two private surveying agencies-one from Delhi and another from Chennai-for a trial period. Each agency will assess a 100-meter stretch at different locations, and based on the precision of their reports, one will be selected for the complete survey. Advanced technologies such as Differential Global Positioning System (DGPS), mobile LiDAR scanning, and ground-penetrating radar will be employed to achieve precise utility mapping.

Land acquisition is anticipated to present challenges, particularly along Avinashi Road, which houses numerous industries, educational institutions, and hospitals. The Coimbatore Collector, Pavankumar G Giriyappanavar, noted that this area would pose more difficulties compared to the Sathyamangalam Road corridor. Additionally, ongoing highway expansion work along Sathyamangalam Road adds technical complexities to the metro project. Effective traffic management will be crucial to minimize congestion during construction.

Drawing parallels with similar metro projects, the Chennai Metro has encountered its own set of challenges. Land acquisition disputes have led to legal proceedings, with cases such as the one involving the Land Acquisition Officer and M. Thirugnanam highlighting the complexities of compensating landowners. Furthermore, the Madras High Court has intervened in cases where compensation was not promptly provided, emphasizing the need for fair compensation practices in urban development projects.

Preliminary discussions with key stakeholders, including educational institutions along Avinashi Road, are being held to address potential disputes and align compensation with market rates. Coordination with agencies like the National Highways Department and Tamil Nadu Electricity Board is also underway to streamline utility relocation and land acquisition. The Coimbatore Metro project aims to modernize the city's transportation, drawing on lessons from other cities to overcome land acquisition and construction challenges while meeting the mobility needs of its growing population.
