MHADA Housing: MBRRB schedules last hearing for transit housing applicants on Mar 6, 2025

Synopsis

The Mumbai Building Repairs and Reconstruction Board has scheduled a final hearing for 11 transit tenement applicants on March 6, after none attended the initial session on February 27. Despite several notice attempts, including registered post, personal delivery, and public advertisements, the candidates did not respond. Given that they have not occupied their allotted tenants in two decades, determining their eligibility is critical. MHADA recently altered its allocation policies to increase transparency. The final decision on tenement allocation will be made once the committee has completed its verification and submitted a full report.

The Mumbai Building Repairs and Reconstruction Board's special cause committee has agreed to give 11 transit tenement applicants one last chance after none of them showed up for the first hearing on February 27. The committee has scheduled the second and final hearing for March 6 and has invited applicants to attend in person with the required documents as stipulated by the board.


The initial hearing was scheduled for February 27, and notification letters were sent to the applicants by registered post. However, postal authorities returned these letters because the petitioners gave incomplete addresses. In response, the committee directed board officials to physically deliver the notices, but they were unable to find the applicants at the specified addresses. To guarantee that the applicants were aware, a public advertisement was placed in several publications, announcing their names and requesting their attendance.

Despite these efforts, just one applicant visited the MHADA office to pick up the notification but did not attend the hearing. Given the need to authenticate applicants' identities and certify documents in their presence, the committee decided to give them one final chance.

This is part of a long-standing issue, as these 11 applicants have not occupied their assigned transit tenements in the last two decades. As a result, determining their eligibility has become critical before any allocation can take place.

In January 2025, the Mumbai Building Repairs and Reconstruction Board (MBRRB) launched an online application process for tenement allotments to qualifying tenants or legal heirs living in transit camps. The application window remained open until January 31, allowing residents on the master list to apply for permanent housing options.

Furthermore, in November 2023, MHADA revised its tenement allocation rules to improve transparency. The new policy allowed beneficiaries to pay a premium for an additional 100 square feet of space, which was allocated using a computerized lottery system to ensure fairness.

Mr. Sanjeev Jaiswal, IAS, MHADA Vice President & CEO, has directed that this last hearing be conducted by a three-member committee chaired by the Mumbai Building Repairs and Reconstruction Board's Deputy Chief Engineer. After reviewing the provided documents, the committee will verify the applicants' eligibility and prepare a detailed report on transit tenement allocation. The final decision on allocation will be made once the verification process is completed.

These initiatives demonstrate MHADA's continued efforts to streamline housing allocation processes and promote fairness and due scrutiny in transit tenement distribution in Mumbai.
