The Ministry of Road Transport and Highways (MoRTH) has made significant progress in infrastructure development, awarding 1,104 km of national highways and constructing 1,147 km in January 2025. Total fiscal year figures stand at 4,204 km awarded and 7,000 km built. The Ministry has spent INR 2,30,298 crore on road projects and launched a vehicle scrappage initiative, scrapping 108,583 vehicles. It has also installed 28 EV charging stations along highways. To streamline approvals for Road Over Bridges (ROB), a Standard Operating Procedure (SOP) is being developed. Proposed policies include higher registration fees for older vehicles and tax incentives for scrappage.

During the same period, 1,147 kilometers of national highways were built. The total results for the fiscal year 2024-25 up to January stand at 4,204 km granted and 7,000 km constructed, demonstrating the government's commitment to improving road connectivity across the country.
In January, the Ministry awarded Hybrid Annuity Model (HAM) and Build-Operate-Transfer (BOT) projects for INR 8,006 crore, boosting road development further. The total value of such projects for fiscal year 2024-25 has reached INR 19,467 crore. The Ministry has incurred capital expenditure of INR 2,30,298 crore up to January 2025, demonstrating its significant financial commitment to advancing infrastructure projects.
As part of the government's push for sustainable transportation, the online auction of condemned automobiles through the Government e-Marketplace (GEM) platform has begun at both the central and state levels. A total of 16,524 automobiles were trashed in January, bringing the total number of scrapped vehicles to 108,583 for fiscal year 2024-25.
In line with the country's quest for electric transportation, 28 charging stations have been erected along national highways through January 2025. This move is expected to help with the transition to electric vehicles by improving charging infrastructure along major routes.
Improving the approval process for Road Over Bridge (ROB) projects.
The Ministry is working with the Railway Board to develop a Standard Operating Procedure (SOP) to speed up the clearance of Road Over Bridge (ROB) projects involving national highways. This SOP will address all issues, including the approval of General Administration Drawings (GAD), detailed drawings, quality assurance standards, and welding authorization. In addition, a structured approach has been developed to identify and implement ROB/RUB projects while ensuring the closure of level crossings in collaboration with district administrations.
The Ministry has released a draft notification proposing an increase in registration fees for automobiles over 15 years old. It has also recommended state governments consider gradual increases in motor vehicle taxes for commercial cars older than ten years and personal vehicles older than fifteen years. Furthermore, a draft notification has been released to grant up to a 50% discount on motor vehicle tax for the purchase of a new vehicle, provided the buyer provides a certificate of deposit obtained by scrapping an old car.
Stakeholders have been requested to submit objections and recommendations regarding these plans. These policies reflect the government's ongoing efforts to improve road infrastructure, promote sustainability and modernize transportation rules, which are consistent with India's long-term economic and environmental objectives.
