In a significant move towards gender equality and financial security for women, the Slum Rehabilitation Authority (SRA), Brihanmumbai, has issued a circular mandating the inclusion of both husband and wife's names in Annexure-II of the Slum Rehabilitation Scheme. This directive, based on the Maharashtra Slum Areas (Improvement, Clearance, and Redevelopment) Act, 1971, aims to ensure joint ownership of homes allotted under the scheme, benefiting numerous slum dwellers. The circular highlights the importance of joint property registration to safeguard women's rights, especially in cases of marital disputes or the demise of a spouse. Authorities have been instructed to implement the circular promptly to ensure compliance across rehabilitation societies.
In a pioneering initiative aimed at fostering gender equality and ensuring financial security for women, the Slum Rehabilitation Authority (SRA), Brihanmumbai, has introduced Circular No. 222, which mandates the inclusion of both husband and wife's names in Annexure-II of the Slum Rehabilitation Scheme. This decision, rooted in the Maharashtra Slum Areas (Improvement, Clearance, and Redevelopment) Act, 1971, is expected to benefit numerous slum dwellers throughout the city by formalising joint ownership of homes between spouses.
The directive underlines the necessity of joint property registration to strengthen women's rights, offering them security in instances of marital disputes or the passing of a spouse. SRA Chief Executive Officer Dr. Mahendra Kalyankar stated that this initiative represents a crucial step in safeguarding women's rights and ensuring their legal ownership of homes. He remarked that by institutionalising joint ownership, the authority is providing women with the recognition and security they rightfully deserve.
The newly issued guidelines lay out specific measures for implementation. Authorities are required to ensure that both the husband and wife's names are recorded when issuing Annexure-II of the Slum Rehabilitation Scheme. Furthermore, when rehabilitated slum dwellers are allotted new flats, both names must be included on the allotment slips. The Assistant Registrar, Cooperative Societies, SRA, will be responsible for overseeing the inclusion of both spouses as 'Joint Members' in housing societies established under the rehabilitation scheme. Additionally, share certificates and membership documents must reflect joint ownership.
This directive is in alignment with various Maharashtra Government decisions made in 1992, 2007, 2015, and 2022, all of which have been aimed at enhancing housing security for slum dwellers. By reinforcing joint ownership, the state government is advancing gender equity in property rights and financial stability for economically disadvantaged urban communities. Women's rights activists and urban development experts have welcomed the decision, asserting that it will mitigate legal disputes and offer a sense of security to women who often encounter difficulties in asserting ownership of their homes following the loss of their spouse.
Authorities have been instructed to take immediate steps to implement the circular, and cooperative housing societies under the rehabilitation scheme must ensure adherence to the directive. With this progressive decision, Mumbai continues its efforts to build an inclusive and equitable urban landscape, ensuring that the rights of all citizens, particularly women, are safeguarded and promoted.
