Uttar Pradesh Infrastructure: Ghaziabad's transit-oriented development stalled as Master Plan 2031 awaits approval

Synopsis

The development along major transport corridors in Ghaziabad continues to face delays as the Uttar Pradesh government has yet to approve the Unified Master Plan 2031. The master plan covers an area of 33,543.1 hectares and is designed to support an estimated population of 4.81 million by 2031. The plan aims to regulate development around rapid rail, metro, and expressway corridors. The Ghaziabad Development Authority (GDA) had previously revised the draft multiple times, incorporating transit-oriented development (TOD) zones and public feedback. The Unified Master Plan 2031 covers a total developed area of 33,543.1 hectares across Ghaziabad, Loni, and Modinagar/Muradnagar, which has been divided into 15 zones, with their respective zonal plans to be formulated in phases.

The progress of development along key transport corridors in the city remains stalled as the Uttar Pradesh government has yet to grant approval for the Unified Master Plan 2031. The master plan, which was submitted to the state committee in November last year, is intended to regulate development in areas surrounding the rapid rail, metro, and expressway corridors.


Prior to this, the GDA board had rejected the draft plan on at least four occasions. In March 2023, its approval was delayed to accommodate the state's transit-oriented development (TOD) zone within the draft. In August of the same year, the Meerut divisional commissioner placed the plan on hold due to the exclusion of the Duhai Namo Bharat station-cum-depot from the TOD zone. The GDA board had previously returned the draft in September 2022, citing the need for public feedback and objections.

A revised draft, incorporating public input and the TOD plan, was finally approved by the GDA board in November 2023. However, the UP government sent it back in March 2024, requesting clarifications on certain clauses, including those related to green zones and the 'record of right'. The 'record of right' refers to green belts of 100 metres in width on both sides of expressways and 60-metre-wide zones along state highways.

The draft plan at present includes TOD zones along a 1.5km stretch of the Regional Rapid Transit System (RRTS) in Ghaziabad, spanning 4,261.43 hectares, and a 500-metre stretch along the Red Line and Blue Line metro corridors, covering 616.61 hectares. Additionally, a Special Development Area (SDA) of 909.82 hectares has been proposed around the Duhai rapid rail depot. Both the SDA and TOD zones are planned to be developed as mixed-use areas with a higher floor area ratio to accommodate residential and commercial growth.

A master plan serves as a comprehensive framework for city development, categorising land use into residential, commercial, and industrial sectors, and outlining strategies for systematic urban growth.

The Unified Master Plan 2031 covers a total developed area of 33,543.1 hectares, with 18,687.8 hectares allocated to Ghaziabad, 6,874.9 hectares to Modinagar, and 7,980.4 hectares to Loni. The blueprint designates 39.85% of the area for residential development, 4% for commercial and mixed land use, 10.68% for industrial purposes, 19.67% for recreational and entertainment facilities, and 12.79% for transport infrastructure, among other allocations. The plan has been designed to cater to the projected needs of a population of 4.81 million by 2031.

The entire unified draft plan for Ghaziabad, Loni, and Modinagar/Muradnagar has been divided into 15 zones, with their respective zonal plans to be formulated in a phased manner. A GDA official mentioned that they are currently waiting for the state's approval, after which a gazette notification will be issued to enable implementation. Until then, the National Capital Region Transport Corporation (NCRTC) has been unable to proceed with the zonal development plan.

In July last year, GDA also proposed the development of a new township, Naya Ghaziabad, alongside the rapid rail corridor. This township is expected to span across Ghaziabad city and provide housing for approximately 5,000 families.

Overall, the proposed developments, including the Special Development Area and the expansion of the Regional Rapid Transit System, are crucial for the city's growth. With plans to accommodate a population of 4.81 million by 2031, timely clearance of the master plan is essential for addressing housing, commercial, and infrastructural needs.
