The Haryana Shehri Vikas Pradhikaran (HSVP), formerly known as the Haryana Urban Development Authority (HUDA), has introduced the Vivad Se Samadhan Yojana 2024 to address the issue of enhancement charges imposed on plot holders. The scheme allows applicants to settle their outstanding dues at a reduced rate without legal complications. Farmers whose land was acquired by HSVP receive additional compensation, which is later recovered from allottees as enhancement charges. Available across 140 sectors, the scheme provides a discount exceeding INR 550 crore, benefiting over 5,000 applicants. Revised enhancement notices have also been proposed for plot holders in Gurugram's Sectors 37C and 110A.
The Haryana state government has introduced an opportunity under the Vivad Se Samadhan Yojana 2024 to tackle the issue of enhancement charges faced by plot holders who acquired plots from the Haryana Shehri Vikas Pradhikaran (HSVP), previously known as the Haryana Urban Development Authority (HUDA). This initiative enables plot holders to submit applications to resolve enhancement-related issues until mid-May.
A government spokesperson stated that the state administration has once again extended a beneficial opportunity for plot holders to clear their dues at a reduced rate under the Vivad Se Samadhan Yojana 2024. He explained that this scheme permits plot holders to settle their outstanding enhancement charges at a concessional rate, thereby eliminating any legal complexities.
Providing further details, he mentioned that the scheme is applicable to all allottees and plot holders with residential plots, floorwise registration, group housing societies, and institutional and industrial plots under various categories.The scheme covers 140 sectors and offers a discount exceeding INR 550 crore for over 5,000 applicants. As per data, around 223 allottees have already taken advantage of this scheme.
Farmers whose land has been acquired by HSVP are entitled to additional compensation if the court approves their request for an increased amount. This additional amount is disbursed by the development authority under the category of enhancement charges, which are subsequently collected from the allottees. Last year, 150 allottees in Sector 110A received enhancement notices ranging from INR 50 lakh to INR 1 crore. These plot holders then approached the authority, seeking exemption from the enhancement charges, as they had acquired plots under the oustees' quota.
The Haryana Shahari Vikas Pradhikaran (HSVP) has recommended issuing revised enhancement notices to plot holders in Gurugram's Sectors 37C and 110A, considering that enhancement charges should be levied only on plot holders whose land was acquired after compensation was paid by the authority. But in these sectors, a number of oustees were also allotted plots in exchange of their land which was acquired for the construction of the Dwarka Expressway.
By offering a concessional rate for settling dues and eliminating legal complications, the scheme has already benefited several allottees. However, past disputes over the enhancement charges highlight the need for continued scrutiny and policy reforms in the process.
