The Delhi Development Authority (DDA) has made its highest-ever collection from residential sales, collecting INR 5,185 crore by selling over 15,000 flats between April 2023 and February 2025. This is a dramatic turnaround from the previous period, when the authority collected INR 4,462 crore in eight years from April 2015 to March 2023. The revenue boost from sales is seen as a positive sign of DDA's improved financial health, enabling it to fund new development projects and enhance urban infrastructure.


In 2024-25 itself, 7,184 flats were sold by DDA, the majority of them under a first-come, first-served scheme that offered special rates to construction workers, women, and SC/ST residents. DDA's priority area Narela recorded 2,700 sales. The housing sales boost is credited to the authority's innovative marketing efforts, particularly after VK Saxena took charge as the lieutenant governor and the chairman of DDA in May 2022.

Saxena, who took charge amid concerns over DDA's dwindling finances, enhanced marketing efforts and launched targeted schemes to increase sales of flats. Under his command, DDA's revenue realization has picked up considerably, with the authority having collected INR 2,786 crore from the sale of flats in FY 2024-25, a INR 370 crore increase compared to the previous year. Saxena has also been busy repaying the debt of the authority, which had exceeded INR 10,000 crore previously.

DDA's financial turnaround is not only due to larger flat sales but also the strategic focus put on consolidating infrastructure in high-priority locations such as Narela, Loknayak Puram, Dwarka, and Rohini. The authority has been putting efforts towards completing large projects in phases so that timely delivery and improved services are provided. One of the key initiatives in Narela is expansion of metro connectivity and DTC bus routes, with the idea of adding 50-60 new routes to all sectors in the region. This will enhance connectivity to a great extent and make travel issues for local people simpler to address.

The government has also been working on Narela's infrastructural issues, namely the lack of services highlighted by the residents. Steps have been initiated to overcome the issues, like enhanced metro connectivity and new public transport facilities. DDA is also working towards establishing a university, education complex, and international sports stadium in Narela to enhance the region's appeal and enhance the area's livability for residents.

Besides the existing projects of infrastructure development, DDA introduced new housing schemes like the Shramik Awaas Yojana and Sabka Ghar Awaas Yojana in 2024 with an eye on offering affordable homes to construction workers and other downtrodden classes. These schemes have also aided in increasing the overall housing sales of DDA with a focus on serving various sections of society.

DDA's emphasis on affordable housing, strategic land disposal, and development of prime locations is a welcome sign for the housing market in Delhi. The higher sales and better financial position of DDA are expected to have a spill-over effect on the overall real estate market, with other developers also following the trend of launching targeted schemes and enhancing infrastructure in under-served areas. The emphasis on affordable housing for various demographic groups also reflects the growing demand for budget-friendly options in Delhi's real estate market.

DDA's schemes' success can even be measured in comparison to other cities' similar schemes. In Mumbai, affordable housing participation has been increasing through lottery-based schemes provided by Maharashtra Housing and Area Development Authority (MHADA). MHADA's contribution towards providing houses to lower-income groups and the city's lack of affordable houses have led to large-scale participation in the lotteries.

In Bangalore, the Bangalore Development Authority (BDA) has launched a series of initiatives to provide affordable housing to its citizens. Through the provision of plots in new areas like Nandini Layout and Yelahanka, BDA is answering the growing demand for affordable homes. These initiatives, combined with infrastructure development, are helping the city cope with the housing needs of its burgeoning population.

Looking ahead, DDA's plans for further development in areas like Narela, along with the continued push for improved infrastructure, should help support a more balanced housing market.
