After nearly two decades, the BBMP has revised rental rates for shops at the Netaji Subhas Chandra Bose Public Utility Building (PUB) on MG Road, resolving a long-standing dispute with tenants. The new rates, effective from January 1, 2014, set rents at INR 59 per sq. ft. for ground-floor shops and INR 39 per sq. ft. for basement and first-floor spaces. Of the 88 tenants, 50 have agreed, while others are still negotiating. BBMP is firm on enforcement, sealing four shops for non-payment. This move aligns with broader plans to reassess commercial rents across Bengaluru's government-owned properties.
After nearly two decades, the Bruhat Bengaluru Mahanagara Palike (BBMP) has revised the rental rates for shops at Netaji Subhas Chandra Bose Public Utility Building (PUB) on MG Road. The long-standing disagreement over rental terms between the civic body and tenants has now reached a settlement, allowing BBMP to increase its revenue while maintaining fair rental policies in a key commercial space.
PUB, one of Bengaluru's tallest buildings, has 88 shops on the ground, basement, and first floors, while the upper floors house government offices, including those of BBMP, Karnataka Silk Industries Corporation (KSIC), and the Karnataka State Pollution Control Board (KSPCB). For years, the rental rates at PUB have been significantly lower than those of private buildings in the same area, causing a financial burden on BBMP. In 2006, the civic body attempted to revise rent to INR 30 per sq. ft. for ground-floor shops and INR 20 per sq. ft. for the basement and first floor, with a 15% annual increment. However, disputes between tenants and BBMP led to multiple legal battles, delaying implementation.
A final agreement was reached after a series of discussions. On March 7, 2024, the PUB Traders' Association and BBMP officials held a meeting where traders acknowledged that they already pay INR 64-75 per sq. ft. in nearby private buildings. They eventually agreed to the revised rental structure, effective retroactively from January 1, 2014. BBMP officials have stated that tenants who fail to comply with the new rent structure will face penalties and eviction. The civic body has directed its zonal commissioners to seal shops with outstanding dues. Already, four shops have been sealed due to non-payment.
BBMP also plans to consolidate all ongoing legal disputes regarding PUB rentals in Lok Adalat to fast-track resolution. Additionally, leases will be extended for three years, but future agreements will be determined through tenders under the Karnataka Transparency in Public Procurements Act. As per the revised rates, the rental amount as of 2024 stands at: INR 59 per sq. ft. for ground-floor shops and INR 39 per sq. ft. for basement and first-floor shops.
Of the 88 tenants, 50 have accepted the revised rates, while 31 are yet to submit formal approval letters. The remaining shopkeepers are still negotiating, but BBMP is firm on enforcing the new rates to resolve the revenue deficit and prevent further legal complications. The PUB rent revision is part of BBMP's larger plan to reassess and update rental structures for commercial spaces under its jurisdiction. Bengaluru's commercial real estate market has witnessed rapid growth, particularly in prime areas like MG Road, Brigade Road, and Koramangala.
However, rental discrepancies between government-owned buildings and private commercial spaces have led to financial losses for the civic body. With demand for retail and office space increasing, BBMP is expected to reassess other government-owned commercial properties in the coming months. Bengaluru has seen a surge in commercial leasing as businesses expand their office footprints. Companies across IT, retail, and co-working spaces are driving demand, pushing rental values higher in key locations. With BBMP taking a stricter stance on rent revisions, similar changes could be expected in other government-owned properties across the city.
The settlement of the PUB rental issue is seen as a positive move towards fair pricing while ensuring government properties generate sustainable revenue. However, how well BBMP enforces compliance and resolves pending disputes will determine the long-term impact on Bengaluru's commercial rental market.
