KMC Mayor Firhad Hakim announced that developers will now be required to sign an undertaking, committing to apply for an occupancy certificate (OC) once construction is complete. Hakim emphasized that the KMC will take a firm stance against developers who fail to comply, stating, "We will be forced to disconnect the water supply lines being used during construction."

If KMC inspectors find any deviations during their inspections, penalties can be imposed, and in severe cases, parts of the building may be ordered for demolition. To streamline the process, KMC inspectors will conduct inspections within three days of construction completion. If no major deviations are found, the certificate will be granted within 45 days.

This new policy comes in response to numerous complaints from residents about developers who abandon projects without obtaining the necessary occupancy certificates. Many flat owners have found themselves responsible for securing water and drainage connections, as well as paying outstanding property taxes, despite not having formal ownership of their properties. Areas such as Garden Reach, Behala, Tollygunge, and Jadavpur have reported a high number of complaints regarding this issue.

In addition to the new measures, KMC is also enhancing its inspection process. Officials will ensure that housing projects are thoroughly checked against the sanctioned plans before granting any occupancy certificates. This proactive approach aims to protect homebuyers from unscrupulous developers who may cut corners or fail to meet legal requirements.
