With Navi Mumbai International Airport (NMIA) nearing full-scale operations by mid-2025, the long-delayed Navi Mumbai Airport Influence Notified Area (NAINA) project has regained focus. Spanning 94 villages, NAINA's development plan is being implemented via Town Planning Schemes (TPS), with CIDCO addressing illegal constructions, engaging landowners, and initiating infrastructure projects worth INR 2,550 crore. Land-pooling offers landowners 40% of developed land to minimize displacement, encouraging cooperation. TPS 1 and 2 are ready for property transfers, while others are under review. The project, crucial for Navi Mumbai's growth, depends on sustained collaboration and proactive measures to unlock its full potential as a thriving urban and investment hub.
With the Navi Mumbai International Airport (NMIA) progressing towards full-scale operations by the middle of next year, the long-delayed Navi Mumbai Airport Influence Notified Area (NAINA) project, which involves the development surrounding the airport, has once again garnered significant attention from the City and Industrial Development Corporation of Maharashtra (CIDCO), investors, and other stakeholders. CIDCO is making vigorous efforts to address issues related to illegal constructions by issuing notices, implementing measures to retain structures to prevent displacement, taking up infrastructure projects, ensuring proactive departmental actions, and encouraging cooperation from farmers and landowners, assuring them that their interests will be safeguarded.
The NAINA area spans 94 villages, 92 in Panvel taluka and 2 in Uran taluka, under a meticulously crafted development plan. Since January 10, 2013, the state has mandated that any construction in this area requires prior approval from CIDCO's NAINA Building Permission department, ensuring adherence to the Development Plan and its phased implementation via Town Planning Schemes (TPS).
Illegal construction, with reports indicating the demolition of 5,000 structures, including farmers' homes, has been a major concern, deterring investors and leaving landowners apprehensive about potential consequences. To address these issues and facilitate smoother development, CIDCO has mobilised various departments, such as Town Planning, Transportation Planning, Building Permissions, Engineering, Lands and Survey, and CCUC, to focus on the NAINA project under the TPS framework.
The land-pooling model offers landowners 40% of the developed land as final plots, and CIDCO is striving to preserve existing structures on such land wherever possible. This initiative is designed to be sensitive and avoid displacing people, with land compensation proving to be more advantageous than monetary payouts as land values are expected to rise. CIDCO has also addressed concerns over constructions within planned reservation areas by issuing letters to 16 property holders, seeking documents to verify permissions.
Currently, TPS 1 and 2 have received final government approval, TPS 3 to 7 have preliminary approval, and draft plans for TPS 8 to 12 are undergoing arbitration. The property cards for TPS 1 and 2 are ready for distribution, and the transfer of final plots can occur concurrently. Successful project execution, however, is dependent on the cooperation of landowners. Integrated infrastructure development in NAINA is expected to begin soon, provided landowners grant access to designated areas.
CIDCO has already initiated INR 2,550 crore worth of roadworks, with tenders for INR 5,000 crore in progress. The project presents a promising opportunity for landowners and investors alike.
