Gurugram: DTCP issues show-cause notices to 650 DLF-2 property owners for illegal construction and commercial operations

The Department of Town and Country Planning (DTCP) recently issued notices to the owners of 650 properties in DLF-2 for violating construction norms and conducting commercial activities in residential zones. This action followed a large-scale survey that was conducted based on instructions from the Punjab and Haryana High Court. The survey revealed significant breaches of rules in the city's upscale residential areas.


According to DTCP officials, their teams examined 15,000 properties across DLF-1 to DLF-5 and discovered violations in around 4,200 of them. These violations included unauthorized construction, deviations from approved building plans, and illegal commercial activities within residential areas.

Amit Madholia, the district town planner (enforcement), stated, "We have identified 650 properties in DLF-2 where violations were observed. Owners have been instructed to respond to the notices. If their responses are deemed unsatisfactory, strict actions will follow, including orders to restore the properties to their original condition."

Additionally, the department plans to alert the revenue department about these violations. "We will request the revenue department not to register property deeds for these 650 properties until the illegal activities are rectified," an official explained.

Earlier this month, DTCP had already sent 1,138 notices to property owners in DLF-3 and was preparing to issue more. Property owners who received notices previously were given a deadline of January 31 to restore their properties according to the approved designs and cease all unauthorized commercial activities. If these requirements were not met, demolition and sealing actions were scheduled to follow.

The enforcement drive aims to tackle the increasing misuse of residential properties for commercial purposes, a longstanding issue in Gurgaon. While some non-nuisance activities may be allowed in residential zones, approval from the DTCP and the payment of applicable fees are necessary.

The issue of illegal construction has also been the subject of litigation in the Punjab and Haryana High Court. In 2020, the DLF City Residents' Welfare Association (RWA) filed a petition calling for action against unauthorized construction and the misuse of residential spaces. In its response to the High Court, the DTCP outlined the steps it was taking to address these concerns, including the revocation of occupancy certificates for 81 properties in DLF-5 and the termination of water and sewer connections to these properties. From 2010 to 2024, the DTCP carried out 44 demolition and sealing operations across the five phases of DLF to curb illegal construction and ensure compliance with building regulations.

The ongoing enforcement campaign by the DTCP in DLF-2 marks a significant effort to combat illegal construction and unauthorized commercial activities in residential areas. The department's large-scale survey and subsequent notices have highlighted widespread violations, and stricter measures, including demolition and sealing, will be pursued if owners fail to comply. This drive aligns with broader efforts to preserve the integrity of residential zones in Gurgaon, addressing issues that have long been a point of contention in the region. With legal actions pending and further steps planned, it is clear that the DTCP is committed to upholding urban planning regulations.
