Ludhiana MC revives UID plate project with drone mapping and World Bank funding

The Ludhiana Municipal Corporation (MC) is set to make its third attempt in eight years to implement its UID plate project, which aims to create a comprehensive database for all city properties. The project, which involves assigning unique identification numbers to properties for better tracking of dues and ownership, will be funded by the World Bank. Past attempts faced challenges, including low public response and disputes with contractors. The new phase will focus on mapping remaining properties using drones. If successful, the project could simplify property transactions, reduce fraud, and improve service efficiency.

The Ludhiana Municipal Corporation (MC) is set to make its third attempt in eight years to implement the ambitious UID plate project across the city's properties. This project, which targets both residential and commercial properties, is designed to create a robust database for the city's real estate. Earlier, the MC had carried out a survey in collaboration with the Punjab Remote Sensing Centre. The MC is now preparing a request for proposal (RFP) for the project and plans to launch the new phase later this year, as reported by MC Commissioner Aaditya Dachalwal. He mentioned that the previous attempt had been suspended due to certain reasons, but now the MC was working on the RFP and would soon issue tenders.


In the previous phases, 35,000 UID plates had been installed in 2017, and another 80,000 had been installed in 2023. However, the project faced several challenges. The first phase had failed due to poor public response, as residents were required to pay for the plates. In the second phase, the MC had introduced UID plates with QR codes, but the project had stalled after 80,000 plates had been installed. The contractor had halted work, claiming that the MC had changed the terms of the agreement by demanding a drone survey for all properties.

The city has 37 blocks, with an estimated 4.25 lakh properties, a number expected to rise, according to officials. The new phase of the project is set to focus on mapping all remaining properties using drones. Dachalwal also mentioned that the new phase would be funded by the World Bank, and the MC hoped to address past issues and ensure successful implementation this time around.

The idea behind the UID plate project is to assign a unique number to each property, which is already being used for property tax, water supply, and sewerage payments. In the earlier phases, QR codes had been included on the UID plates, allowing officials to check property dues simply by scanning the code. However, as the number of properties continued to grow, the civic body had struggled to manage the project.

Despite the challenges faced so far, the authorities are optimistic that the project will succeed this time. Once completed, the UID plates are expected to offer a simplified method for verifying property ownership, transactions, and the status of payments. This is anticipated to reduce paperwork, streamline property sales, minimise fraud, and provide property owners with easy access to their bills and tax information.

The authorities are determined to ensure the success of the UID plate project, despite the setbacks it has faced in the past. With plans to use drones for mapping and the backing of World Bank funding, the MC aims to complete the project and make property transactions more efficient and transparent. If successful, the project will reduce paperwork, help combat fraud, and provide property owners with quick access to vital information, thereby enhancing service delivery in the city's real estate sector.
