The Uttar Pradesh government has introduced a one-time settlement scheme effective from January 1 to clear 1,400 pending stamp duty cases in Gautam Buddh Nagar. Property owners can resolve disputes by paying a nominal penalty of INR 100, along with outstanding dues, interest, and stamp duty. The scheme, ending on March 31, aims to expedite litigation resolution, reduce financial strain on owners, and boost state revenue. Previously, penalties were up to four times the owed amount. Officials expect the initiative to encourage real estate transactions and streamline the stamp duty collection process, fostering a more efficient property registration system.

In a bid to clear pending stamp duty cases and enhance state revenue, the Uttar Pradesh government has introduced a one-time settlement scheme. This initiative, effective from January 1, allows property owners to resolve their cases by paying a nominal fine of just INR 100, along with the outstanding stamp duty, interest, and any other dues.


Currently, there are around 1,400 stamp duty cases pending in various courts across the Gautam Buddh Nagar district. The scheme aims to expedite the resolution of these cases, which have been stuck in litigation and affecting property transactions in the region. According to SB Mishra, assistant inspector general-2 of the Stamp and Registration Department, the initiative is a response to the backlog of cases and the need for a more efficient system.

Mishra explained that sub-registrars are tasked with identifying undervalued title deeds where the appropriate stamp duty was not paid. When discrepancies are found, notices are sent to landowners. Unfortunately, many fail to respond, leading to litigation that prolongs the resolution process and increases the financial burden due to accruing interest. The new scheme is designed to alleviate this issue by providing a straightforward way for property owners to settle their dues without facing hefty penalties.

Previously, penalties for unpaid stamp duty could reach up to four times the original amount owed. This new scheme not only reduces the financial strain on property owners but also aims to streamline the process, allowing cases to be resolved more quickly. The government hopes that by offering this incentive, more property owners will come forward to settle their outstanding dues, thus increasing state revenue.

The one-time settlement scheme will remain in effect until March 31. Officials are optimistic about its success, especially since the last similar scheme, implemented two years ago, only settled a fraction of the pending cases. This time, the goal is to resolve all 1,400 cases currently in litigation, providing relief to property owners and improving the efficiency of the stamp duty collection process.

In addition to addressing the backlog, this initiative may also encourage property transactions in Noida, which has seen a slowdown due to ongoing legal disputes over stamp duty payments. By simplifying the settlement process, the government aims to foster a more favorable environment for real estate activities in the region.

As the deadline approaches, property owners are encouraged to take advantage of this scheme to avoid the complications and costs associated with prolonged litigation. The government's proactive approach reflects its commitment to improving the administrative processes within the stamp and registration framework, ultimately benefiting both the state and its residents.
