The Odisha government is set to launch a survey for identifying beneficiaries under the PM Awas Yojana-Rural (PMAY-R) initiative. The survey, expected to conclude in two months, will ensure a comprehensive and discrimination-free list of eligible households. The eligibility criteria have been relaxed, enabling families earning up to INR 15,000 per month and those owning two-wheelers or refrigerators to apply. Additionally, households affected by natural disasters or mishaps will be included under the Antyodaya Gruha Yojana if missed during the PMAY survey. A portal will facilitate online and offline applications for the scheme.
The Odisha government is set to start a survey to identify beneficiaries for the PM Awas Yojana-Rural (PMAY-R) programme. The survey, announced by Panchayati Raj Minister Rabi Narayan Naik earlier this week, is expected to be completed within two months. The minister explained that eligible individuals can apply for housing under PMAY through both online and offline modes, with a dedicated portal being launched to streamline the process. He encouraged people living in kutcha houses to take advantage of the scheme.
Approximately 18 lakh new beneficiaries are anticipated to be identified in the state, although the number could rise to 20-22 lakh, according to Naik. Highlighting past shortcomings, he stated that no proper list of eligible families had been created earlier, prompting the current initiative to ensure that all qualifying households are included without bias.
To extend the scheme's reach, the eligibility criteria have been eased. Families earning up to INR 15,000 monthly, as well as those owning two-wheelers or refrigerators, are now eligible. Furthermore, households affected by fire incidents, elephant attacks, or other natural disasters will be covered under the Antyodaya Gruha Yojana if they are excluded during the PMAY survey.
Naik assured that the Antyodaya Gruha Yojana would serve as a safety net to accommodate any eligible families overlooked in the initial survey. The Union Cabinet had earlier approved the construction of two crore houses under PMAY-R over five years, with funding shared between the Centre and states in a 60:40 ratio.
Odisha's initiative to identify beneficiaries under the PMAY-R programme marks a significant step toward providing affordable housing for rural families. The state's decision to relax eligibility norms demonstrates its commitment to inclusivity, ensuring even those with moderate incomes or modest assets can benefit. With safeguards like the Antyodaya Gruha Yojana, the government aims to address gaps in the system and support households affected by unforeseen disasters. This comprehensive approach aligns with the Union government's vision to build two crore houses by 2029, fostering long-term rural development.
