Odisha's Housing and Urban Development Department has initiated PMAY-U 2.0 to provide quality housing for urban residents over five years. Applications are now open through a unified web portal, with outreach campaigns boosting awareness. A mobile app is collecting data on vulnerable groups, ensuring targeted beneficiary selection. The state plans to finalize the beneficiary list post-survey within two months. At the national level, PMAY-U 2.0 focuses on affordable homes and rental housing for migrants, workers, and women. With strategic planning and surveys, Odisha's model aims to alleviate the urban housing crisis and advance the goal of "Housing for All."
Odisha's Housing and Urban Development Department has launched a comprehensive initiative under the Pradhan Mantri Awas Yojana (PMAY) Urban 2.0. The state government has directed urban local bodies (ULBs) to start the application process, ensuring maximum coverage and providing affordable homes to the urban population. This initiative aligns with the government's goal to offer quality housing to all urban residents over the next five years, with PMAY-U 2.0 officially launched in September 2024.
Gangadhar Nayak, Director of the Odisha Housing Urban Mission, emphasized that applicants can now apply for housing directly through the Ministry of Housing and Urban Affairs' user-friendly PMAY-U 2.0 Unified Web-portal Beneficiary Application Module. To apply, beneficiaries need essential documents such as Aadhar cards, income certificates, and proof of land ownership. To raise awareness, the state government is conducting extensive outreach campaigns, including banners, hoardings, and standees at application desks, along with circulating awareness videos and recorded audio announcements in Swachh Sawari Vehicles.
In addition to these efforts, the government has launched a mobile app to help collect data on the eligible poor, specifically targeting vulnerable groups like the specially-abled, widows, and low-income families. Odisha Minister Rabi Narayan Naik revealed that the state is conducting a survey based on 10 key criteria to ensure the right individuals are selected for the scheme. These criteria include income levels, family status, and special provisions for marginalised groups. The survey is expected to be completed within two months, after which the list of beneficiaries will be finalized, and housing will be provided accordingly.
At the national level, PMAY-U 2.0 has already made significant progress. Over six lakh houses have been sanctioned across 29 states and Union Territories, with the largest allocations going to Uttar Pradesh (1.1 lakh), Maharashtra (92,000), West Bengal (55,000), and Gujarat and Andhra Pradesh (50,000 each). Smaller states and UTs, such as Goa, Sikkim, and Andaman & Nicobar Islands, have received allocations of 500 units each. These homes are aimed at families with annual incomes ranging from INR 3 lakh to INR 18 lakh. The Union Ministry has committed to distributing more homes once seven remaining states and UTs sign agreements with the housing ministry. A clearer distribution schedule will be announced after March 2025, based on each state's survey results.
PMAY-U 2.0 also introduces a critical focus on rental housing, a response to the growing demand for affordable accommodations in urban areas. This initiative is especially important for working women, industrial workers, and migrants, who face challenges in accessing housing. A survey is being conducted to assess the demand for rental housing in urban centers, ensuring that this component meets the diverse needs of the population.
The scheme's progress is also reflected in successful implementations across other states. For example, in Uttarakhand, over 34,000 houses have been built under the PMAY (U) Housing for All (Urban) initiative. The state government has partnered with the central government for a second phase, which will provide more financial assistance to beneficiaries. Similar successes are expected as other states roll out their housing projects under the scheme.
As Odisha advances with PMAY-U 2.0, the state's initiative is becoming a model for other regions, balancing the provision of permanent homes with innovative solutions for rental housing. With the detailed surveys and strategic planning in place, Odisha is set to make significant strides toward the "Housing for All" goal. The combined efforts of the state and central government aim to alleviate the urban housing crisis and provide a stable future for thousands of families in Odisha and across India.
By focusing on both affordable homeownership and rental solutions, PMAY-U 2.0 promises to be a transformative force in meeting the urban housing needs of the nation.
