The Pimpri Chinchwad Municipal Corporation (PCMC) has identified over 3,500 properties with unpaid taxes exceeding INR 362 crore. Strict measures, including sealing more than 1,000 properties and auctioning 43 defaulter-owned properties, are being enforced. The tax department has also requested electricity disconnections for non-compliant properties. Last fiscal year, PCMC collected a record INR 977 crore in property taxes but faces a INR 70 crore shortfall this year. Efforts to recover dues are being expedited, especially after delays caused by election duties. Additionally, 2.51 lakh unregistered properties were discovered, with steps underway to bring them under the tax net. These actions aim to strengthen revenue collection and ensure compliance.
The Pimpri Chinchwad Municipal Corporation (PCMC) has identified over 3,500 properties with unpaid tax dues exceeding INR 3 lakh or INR 5 lakh. In response, the tax department has acted by sealing more than 1,000 of these properties in the past three days.
Of the 3,500 properties, 1,900 have outstanding arrears exceeding INR 5 lakh, while 1,648 owe more than INR 3 lakh. The combined unpaid taxes total over INR 362 crore, prompting the civic body to take strict action against defaulters.
Avinash Shinde, Deputy Municipal Commissioner and head of the tax department, highlighted that many of these residential properties are rented out by their owners, who have failed to pay taxes for over four years. While the response last year involved cutting water supply to such properties due to tenant occupancy, this year, harsher measures are being implemented, including sealing the premises and requesting MSEDCL to disconnect electricity.
The civic authorities have also started auctioning 43 properties that were previously sealed after owners failed to clear their dues despite multiple reminders. Out of the 6.3 lakh registered properties under PCMC, the tax department has collected INR 564 crore in property tax so far during the 2024-25 fiscal year.
Property tax recovery efforts faced setbacks earlier, as much of the workforce was diverted to manage Lok Sabha and Assembly election responsibilities. However, officials have now been directed to accelerate actions against defaulters, with the expectation of improved collections in the coming weeks.
In the 2023-24 fiscal year, PCMC achieved a record property tax collection of INR 977 crore. This year, collections are currently INR 70 crore lower, but the civic administration is working to bridge this gap before the fiscal year ends. The removal of user charges collection, in line with government directives, is anticipated to slightly impact overall tax revenues.
Additionally, a previous property assessment survey by PCMC uncovered 2.51 lakh unregistered properties. The civic administration has initiated measures to bring these properties under the tax net. Notices have been issued to owners of over 1.13 lakh properties who are yet to submit the necessary documentation, requiring compliance within seven days.
PCMC's aggressive approach to property tax recovery reflects its commitment to strengthening revenue generation and addressing defaulters. Despite initial delays due to elections, officials are expediting actions to bridge the INR 70 crore gap from the previous year's record collections. Simultaneously, the inclusion of unregistered properties into the tax net is expected to bolster revenue streams in the long term. With continued focus on compliance and stringent enforcement, PCMC aims to meet its financial targets while ensuring equitable contribution from property owners across the city.
