Karnataka Chief Minister Siddaramaiah has launched an initiative to integrate 1.35 crore undocumented properties into the state's tax net to address revenue losses and improve transparency. Bengaluru alone has 7-15 lakh properties lacking khata, while urban local bodies and gram panchayats account for 1.2 crore undocumented properties. The state currently collects INR 800 crore in property taxes from 44 lakh gram panchayat properties but aims to include 96 lakh more. Siddaramaiah has urged faster digitisation under the e-khata system to streamline processes and curb fraud. The stamps and registration department targets INR 26,000 crore revenue this year, up from INR 16,993 crore.
Karnataka Chief Minister Siddaramaiah has called for urgent measures to bring around 1.35 crore properties in the state under the tax net. This initiative aims to address revenue losses caused by gaps in property documentation and streamline the taxation process ahead of the 2025-26 state budget.
During a recent review meeting on the revenue performance of the stamps and registration department, Siddaramaiah emphasised the importance of sanitising property registration records to eliminate discrepancies caused by fake documents. He noted that a significant number of properties in the state remain undocumented, leading to substantial tax revenue losses.
The CM pointed out that between 7 lakh and 15 lakh properties in Bengaluru lack 'khata,' the official document necessary for tax payments. Outside Bengaluru, urban local bodies account for about 30 lakh undocumented properties, while over 90 lakh properties in gram panchayat areas are missing proper records, including khata. Currently, only 44 lakh properties in gram panchayat areas have been documented, contributing INR 800 crore in property taxes. Siddaramaiah stressed the need to integrate the remaining 96 lakh properties into the tax system to enhance revenue generation.
The stamps and registration department has collected INR 16,993 crore in property registration fees this financial year, reflecting a 17% increase compared to the previous year. The department is working towards an ambitious annual target of INR 26,000 crore.
To improve efficiency and transparency, the CM has directed officials to expedite the rollout of the e-khata system within the BBMP (Bengaluru's municipal corporation) jurisdiction. He highlighted the significance of leveraging technology to streamline property registration processes and curb fraudulent practices. Siddaramaiah specifically urged the digitalisation of property records in Bengaluru, where irregularities in documentation have been a recurring issue.
Currently, 23 lakh properties within the BBMP jurisdiction have undergone digitisation, with 15 lakh accounts successfully downloaded. However, the CM stressed the importance of accelerating this process and ensuring only verified khata records are eligible for registration.
The Karnataka government's emphasis on bringing undocumented properties into the tax system is an important step towards increasing state revenue and ensuring equal taxation. The administration wants to improve property registration transparency and efficiency by eliminating gaps in documentation and speeding the e-khata system. These initiatives are meant to reduce fraudulent operations, improve urban planning, and provide long-term revenue streams for the state. The success of this program will be determined by its timely execution, particularly in locations such as Bengaluru, where the demand for expedited property documentation is most pressing.
