Nearly 4,000 families residing in Jaypee Greens Kosmos, Noida, face a challenging situation as the maintenance agency, JAL-FMG, announced plans to cease operations, including housekeeping and security services. The apartment owners' association (AOA), set up in 2022, is unable to assume responsibility due to a lack of financial transfers and unresolved issues, including incomplete infrastructure and unpaid dues by the developer. Residents are concerned about potential disruptions to water and electricity supply. Meanwhile, Suraksha Realty Ltd, responsible for completing the project, has also failed to mobilise necessary resources as per its resolution plan. A mediation meeting involving the Noida Authority, the developer, and the AOA is expected soon to address the impasse.
Residents of Jaypee Greens Kosmos in Noida are facing an uncertain future as the maintenance agency, Jaiprakash Associates Limited-Facility Management Group (JAL-FMG), has announced it will cease its operations, including housekeeping and security services. This decision came in a letter sent earlier this week by JAL-FMG and Suraksha Realty Ltd to the society's apartment owners' association (AOA), asking it to take over these critical services.
However, the AOA has expressed its inability to manage the services due to financial constraints and incomplete infrastructure. The AOA also highlighted that it has not received the bank accounts or the funds collected by JAL-FMG for maintenance charges. The society continues to struggle with several unresolved issues, including unfinished towers, incomplete electricity infrastructure, and an unpaid water bill to the Noida Authority. These unresolved matters have raised concerns among residents about possible disruptions to both water and electricity supplies if the maintenance agency pulls out.
The Jaypee Greens Kosmos project has faced significant challenges since its inception. Originally developed by Jaypee Infratech Ltd (JIL), the project was severely delayed due to financial mismanagement, leading to insolvency proceedings in 2017. Suraksha Realty Ltd assumed control of JIL through insolvency proceedings in May 2024 to complete the unfinished flats. Despite this, Suraksha has yet to meet critical commitments, such as mobilising INR 3,000 crore for construction and setting up escrow accounts for financial transparency. These delays have created further uncertainty for residents, with construction still pending in 10 of the 46 towers in the project.
Brijesh Singh, a resident of the society, explained that since 2015, residents have been paying monthly maintenance charges ranging from INR 4,000 to INR 5,000 to JAL-FMG, in addition to a one-time maintenance deposit of approximately INR 1.5 lakh per flat, amounting to around INR 80 crore in total. However, the funds have not been transferred to the AOA, leaving it financially incapable of managing services.
Pushkar Singh, another resident, pointed out that despite paying all charges on time, the society lacks essential services like water and sewer connections because the developer still owes INR 100 crore in land dues to the Noida Authority. The society also lacks power backup infrastructure, further complicating the situation. With the AOA currently holding zero balance, Singh emphasised that it cannot assume responsibility for maintenance services until Suraksha completes the pending infrastructure work.
Noida Authority official Ishtiaq Ahmed mentioned that the authority has written to both the maintenance agency and the developer, requesting a mediation meeting with the AOA, which is scheduled for early January. Until then, it is expected that the existing arrangements will continue in place to avoid disruptions.
The residents of Jaypee Greens Kosmos are facing a critical situation marked by a combination of financial mismanagement, incomplete infrastructure, and an unclear resolution for future maintenance services. The withdrawal of JAL-FMG from providing essential services could worsen the ongoing difficulties, particularly with water and electricity supply. The unresolved disputes with Noida Authority over pending dues and Suraksha Realty's failure to mobilise resources as promised only adds to the tension. While a mediation meeting is scheduled in the coming days, only a comprehensive resolution that addresses the pending construction, financial transfers, and completion of infrastructure will restore stability and security to the residents.
