Mumbai: Delay in Ghatkopar East slum redevelopment as land possession stalls progress

The redevelopment of Mata Ramabai Ambedkar Nagar and Kamgar Nagar, key slum pockets along Mumbai's Eastern Express Highway, has faced delays despite earlier commitments. Over three months after former Chief Minister Eknath Shinde distributed rental cheques to residents, progress remains stalled due to the Mumbai Metropolitan Region Development Authority (MMRDA) not receiving possession of the required land. The Slum Rehabilitation Authority (SRA) attributes the delay to ongoing valuation processes overseen by a government committee. The project, initiated to rehabilitate 16,575 households and generate commercial opportunities, now faces uncertainty as administrative hurdles persist.

The redevelopment of Mata Ramabai Ambedkar Nagar and Kamgar Nagar, situated along the Eastern Express Highway in Ghatkopar East, has seen little progress since former Chief Minister Eknath Shinde distributed rental cheques to residents over three months ago. The Mumbai Metropolitan Region Development Authority (MMRDA), executing the project alongside the Slum Rehabilitation Authority (SRA), stated they are still awaiting possession of the 33.15-hectare land, a key factor delaying the project.


The Slum Rehabilitation Authority explained that the matter rests with a government committee led by the Chief Secretary, which is tasked with determining the land's valuation and compensating its owner. SRA officials noted that they are only responsible for planning, not land ownership.

The redevelopment marks the MMRDA's first venture into slum rehabilitation, assigned in early 2024 as part of a broader initiative to make Mumbai slum-free. A survey conducted from March onwards found 16,575 households eligible for rehabilitation. Earlier this year, the government assured residents that new apartments, with 300-square-foot carpet areas, would be delivered within two years of vacating the premises.

MMRDA officials expressed frustration, citing stalled progress due to assembly elections, government formation delays, and the allocation of portfolios. They assured that once the land is handed over, vacating the plot will be swift, as residents have already received advance rental payments for two years.

The project aims to rehabilitate residents while generating an additional 5,000 housing units and 75 lakh square feet of commercial space. This is expected to earn MMRDA INR 10,000 crore, offering a significant boost to the planning body's finances.

Despite its ambitious scope and initial momentum, the redevelopment of Ghatkopar East slums is currently in limbo, reflecting the challenges of coordinating between various governmental bodies. If resolved efficiently, the initiative could transform the lives of thousands of residents and contribute significantly to Mumbai's housing and commercial development landscape. However, achieving this vision depends on the swift resolution of pending administrative issues.
