Previously, these zones were classified under the Haryana Development and Regulation of Urban Areas Rules, 1976, as areas with limited urban growth potential. The development of residential colonies, industrial facilities, and institutional projects in these areas indicates a shift in their growth capacity. The reclassification follows a request made to the government on August 1, which pointed out the lack of revenue generation attributed to their previous classification.

The government anticipates that this change will enhance revenue collection through various fees, including development and license fees. Officials believe that higher fees will not only improve the state's financial standing but also encourage planned urbanization. This move is seen as a strategic effort to position Gurugram as a leading development hub in the region, capitalizing on its proximity to major urban complexes.

The response from local residents has been mixed. Some view the reclassification as a positive step that could lead to better infrastructure, transportation, and job opportunities. Pradeep Aggarwal, founder and chairperson of Signature Global (India) Ltd, noted that this change could result in modern residential projects and improved connectivity. He highlighted that while the reclassification may lead to better property value appreciation, it could also make homes less affordable due to increased fees.

Concerns remain about sustainable growth in these areas. The influx of new developments may strain existing resources and services, leading to questions about whether the local infrastructure can keep pace with rapid urbanization. Both Pataudi-Hailey Mandi and Farrukhnagar are strategically located near the Gurgaon-Manesar urban complex, which has seen substantial interest from developers. Farrukhnagar's closeness to the Reliance Model Economic Township and the KMP Expressway, along with Pataudi-Hailey Mandi's access to NH-8, positions them well for future growth.

As the Haryana government moves forward with this reclassification, the focus will be on balancing economic development with the needs of existing residents. While the potential for growth is significant, it is crucial to ensure that the benefits of development are shared equitably. The challenge will be to create a sustainable urban environment that meets the demands of both new and existing residents while maintaining the quality of life in these areas.
