After a 14-year hiatus, the Noida, Greater Noida, and Yamuna Expressway authorities are reviving a unified policy for land allocation across industrial, housing, and commercial sectors. Originally introduced in 2010, the plan aims to standardize eligibility criteria, lease terms, rent structures, and procedures, ensuring consistency and transparency. The initiative, led by Chief Secretary Manoj Kumar Singh, has re-engaged Sarc & Associates, initially contracted in 2010, to draft the policy. The proposal is awaiting board approval from each authority, marking a renewed commitment to creating a clear regulatory framework for businesses and investors in the region.
After more than 14 years, the three development authorities of Gautam Budh Nagar-Noida, Greater Noida, and Yamuna Expressway-have resumed work on a unified policy for land allocations across various categories, including industrial, group housing, and commercial. The plan, which was initially launched in 2010, aimed to streamline eligibility criteria, lease terms, rent structures, and procedural formalities across the authorities. Earlier this week, discussions on the unification of policies were revived during a board meeting of the Greater Noida Authority, chaired by Chief Secretary Manoj Kumar Singh. A document titled "Unification of Policies of Noida, Greater Noida & YEIDA" was presented at the meeting.
An official explained that if the proposal is adopted, it would create a standardised regulatory framework for industrial land allocations, making the process more consistent and transparent for businesses and investors. The need for a unified approach was identified 15 years ago when the three authorities struggled to maintain clear and consistent policies for industrial land allotments. Over the years, the allotment criteria changed several times-from objectives-based criteria to interviews and then e-tenders before finally settling on an objective-based approach.
However, this back-and-forth led to significant delays, with industrial land allotments being suspended for nearly 10 months. Industries Minister Nand Gopal Gupta (Nandi) raised concerns over the authorities' plan to adopt objective-based criteria without formal approval from the Chief Minister.
In 2010, the Greater Noida Authority hired Sarc & Associates, a chartered accountancy firm, to draft a standardised approach for land allotments. Officials had raised concerns that the varying policies were causing inconsistencies and operational inefficiencies, leading to confusion among businesses and investors. A formal contract with Sarc was signed in October 2010, but due to logistical reasons, the project could not be completed.
Last September, Singh wrote to the authorities requesting the renewal of the contract with Sarc to develop a uniform policy. Each authority appointed a nodal officer-Soumya Srivastava for Greater Noida, Sanjay Kumar Khatri for Noida, and Kapil Singh for Yamuna Expressway. In a notable development, Sarc agreed to resume work at the same rate decided 14 years ago Rs 36.5 lakh, plus GST.
A meeting was held in December among the nodal officers and finance controllers of all three authorities to assess the current policies, streamline procedures, and draft new standard operating procedures (SOPs). The Greater Noida Authority's board approved a proposal to share the consultancy costs with its counterparts, and a letter dated 29th February this year commissioned Sarc to carry out the task.
The proposal includes aligning eligibility criteria, lease terms, rent structures, and other procedural formalities to ensure a consistent regulatory framework for land allotments across the region. The unified policy proposal is currently awaiting approval from the boards of all three authorities.
