The Karnataka government's initiative to require Aadhaar, passport, or PAN card for property registration has been well-received, with around 60% of registrations processed through Aadhaar verification in the past month. This measure aims to curb fraudulent property transactions and improve transparency. Revenue Minister Krishna Byregowda emphasised that Aadhaar verification helps identify legitimate property owners, prevents fraudulent registrations, and exposes benami properties. The department piloted this rule in three taluks before implementing it statewide. Data protection measures for Aadhaar verification are also in place.
The rule requiring the submission of Aadhaar, passport, or PAN card for property registration in the state has been positively received. Officials reported that approximately 60% of registrations in the previous month were processed using Aadhaar verification, which they considered encouraging. An official explained that in order to curb fraudulent registrations through fake documents and identities, the Stamp and Registration Department had mandated the submission of one of these three personal documents, including Aadhaar verification, for property registration starting from September. There was also speculation regarding a potential future decision to make Aadhaar verification mandatory, which is awaiting approval from the central government.
Property prices have risen in most urban areas of the state, including Bengaluru, following the government's revision of guideline rates last year. This price surge has triggered a rise in illegal and unethical practices within the real estate market. There have been increasing instances of properties being sold under false pretences and registered in the names of proxy individuals, often using the hard-earned money of buyers. These practices have caused significant distress to many families.
Revenue Minister Krishna Byregowda explained that Aadhaar verification provides several important benefits, beginning with the easy identification of legitimate property owners. He highlighted its critical role in preventing the registration of properties under fraudulent names, thus safeguarding the integrity of property transactions. Additionally, he noted that Aadhaar verification helps bring transparency to benami properties, revealing concealed ownership. The Minister further mentioned that it facilitates the disclosure of property details registered under both individual and joint names, which improves accountability in property dealings. He regarded the shift to mandatory Aadhaar verification as a significant step forward in securing the integrity of property transactions in the state.
