The Hubballi-Dharwad Municipal Corporation (HDMC) is set to conduct a comprehensive Geographic Information System (GIS) survey to bring all properties under the tax net. The survey, using drones and door-to-door visits, aims to identify over 40% of properties currently not taxed, potentially raising tax revenue to INR 350 crore from the current INR 141 crore. With 3,38,602 properties currently taxed, the survey will help integrate existing and new data. After a decade of delay due to high costs, the tender for the project is being finalised. The nine-month survey will involve zone-wise teams and is expected to boost property tax collection significantly.
The Hubballi-Dharwad Municipal Corporation (HDMC) is preparing to launch a comprehensive Geographic Information System (GIS) survey to bring all properties within the twin cities under the tax net. The initiative aims to capture over 40% of properties currently not included in the tax system, significantly boosting tax collection from the current INR 141 crore to a potential INR 350 crore for 2024-25. The GIS survey will incorporate drone technology and door-to-door visits to gather accurate property details. This information will be integrated with the existing property tax database, ensuring comprehensive coverage of all properties. Currently, HDMC's records include 3,38,602 properties, with 1,81,148 residential properties, 34,798 commercial properties, and 1,22,656 vacant sites. Due to the absence of a proper survey, the HDMC has only been taxing properties already in its records, leaving many untaxed.
For over a decade, corporators have urged a GIS survey to address the low property tax revenue. However, the project was delayed due to high costs. Now, with approval from corporators, the officials are moving forward, having drafted the tender invitation for the survey. The tender process is expected to be completed in a few days, with the survey projected to take nine months to finish. The survey will be conducted in phases across various zones, utilising 12 separate teams for efficiency. Drones will assist in capturing aerial data, while physical door-to-door surveys will collect precise details for each property. The newly gathered data will then be integrated with the existing property tax system.
Vijay Kumar, executive engineer of HDMC, stated that the process is progressing swiftly, and the survey will help bring several previously untaxed properties into the tax net, including educational institutes, hospitals, commercial establishments, residential apartments, and illegal layouts. By conducting a zone-wise survey with drone support, HDMC officials aim to complete the project within the stipulated time, ensuring that all properties are accurately identified and taxed, leading to a substantial increase in the city's revenue.
