Odisha speeds up Mahanadi riverfront development plan for Cuttack

Synopsis

The Odisha government has asked officials to move faster on the Mahanadi riverfront development project planned in Cuttack, stressing early execution and timely clearances. The project, estimated at around INR 150 crore, will be developed over nearly 426 acres along the riverbank and implemented in three phases by the Cuttack Development Authority. It aims to create public spaces, improve urban infrastructure and support tourism through promenades, green areas, cultural zones and recreational facilities, with budgetary support already earmarked for the current financial year.

The Odisha Housing and Urban Development Minister, Krishna Chandra Mahapatra, has instructed officials to ensure early implementation of the proposed Mahanadi riverfront development project in Cuttack. During a recent review meeting, the minister asked departments and agencies involved to speed up statutory approvals, planning work and tender-related processes so that execution can begin without further delay.


The project is planned at an estimated cost of about INR 150 crore and will be spread across nearly 426 acres along the Mahanadi riverbank. It is being positioned as a major urban improvement initiative intended to upgrade public spaces, improve access to the riverfront and enhance the overall urban environment of Cuttack. Officials indicated that the project will be executed by the Cuttack Development Authority through an open and competitive tendering process.

As per the approved master plan, the riverfront development will be carried out in three distinct phases. The first phase will focus on constructing a 3.2 km-long riverfront promenade stretching from the Balijatra Ground side up to the Maritime Museum area. This phase will include basic infrastructure such as walkways, lighting and essential utilities to make the riverfront accessible and usable for the public.

The second phase will involve development of the remaining stretches with footpaths, underground utility networks and extensive tree plantation. This stage is aimed at improving environmental quality while ensuring better pedestrian connectivity and basic services along the riverfront. Landscaping and green cover form a key part of this phase.

The final phase will concentrate on creating recreational, cultural and tourism-oriented facilities. Proposed components include a Cuttack Haat, a heritage village, designated food truck zones, children's play areas, sensory parks, fitness zones, a nature interpretation centre, thematic gardens, an open-air maritime museum and an adventure zone. Entry areas and supporting amenities will also be developed to manage visitor movement and usage.

Officials informed that budgetary provisions for the project have already been made in the state budget for the current financial year. The minister also reviewed timelines and asked departments to work in coordination so that the project progresses as planned. The riverfront initiative follows earlier urban development efforts in Cuttack, where the state government has been pushing for faster execution of large infrastructure and public space projects.
