The Mangaluru City Corporation (MCC) is preparing to implement a new building bylaw designed to enforce strict penalties for violations and support sustainable development. After submitting a draft to the government, it was returned for additional revisions. The updated bylaw will be reviewed at the MCC council meeting on November 28. A dedicated committee has worked on the draft, which includes measures to address construction violations in both residential and commercial buildings, with guidelines for builders. The urban development department has instructed MCC to amend the draft further before resubmitting it for approval.
The Mangaluru City Corporation (MCC) is poised to introduce a new building bylaw that includes strict penalties for violations and focuses on removing obstacles to the city's sustainable development. A draft of the bylaw was submitted to the government but returned to the corporation for further revisions. He stated that a committee had been formed to develop a new building bylaw, and a draft incorporating modifications to the existing bylaw was prepared. However, the government requested further amendments. The revised bylaw will be discussed in the council before being resubmitted to the government. He also mentioned that the urban development department had issued a model draft building bylaw for all city corporations in 2017. Following this, the MCC council meeting on January 31, 2018, referred the draft bylaw to the standing committee on town planning, which later submitted a modified recommendation to the council on August 13, 2020.
He explained that the MCC had submitted a revised building bylaw to the government for approval on September 14, 2023. However, on June 27, 2024, the urban development department instructed the MCC to review the draft and resubmit it with suggestions. He added that this matter would be discussed at the upcoming MCC council meeting. Corporator Naveen D'Souza mentioned that the new bylaw was crucial in the current context, as it aims to address violations across all types of construction, including commercial and residential complexes. He further noted that the bylaw would also establish guidelines for builders to follow.
